Your country is fighting a major war and has defeated several opponents surprisingly quickly. One enemy continues fighting. Meanwhile, a powerful country on your border controls enormous amounts of farmland, fuel and raw materials. You currently have an agreement not to attack each other. Your military leaders believe this country will eventually become your enemy.
